RE: SB 1146 -- VETO REQUEST
Dear Governor Brown,
I am writing to urge you to veto SB 1146. This bill is unnecessary, subjective, and unconstitutional. It places the State in charge of tracking, monitoring, inspecting, investigating, and judging religious matters on religious property -- specifically, the moral codes and policies of California's religious colleges, universities, and seminaries.
Not only does SB 1146 undermine the autonomy and self-determination of religious entities, it crosses the time-honored boundary between the realms of secular and sacred. By initiating State control over religious matters on religious property, SB 1146 violates the "free exercise" of religion clauses of the First Amendment to the United States Constitution and Article 1, Section 4 of the California State Constitution, which also specifies that "The Legislature shall make no law respecting an establishment of religion."
