Congress Regarding Renewal

of Title V

 
This year, Title V, the state block grant for Sexual Risk Avoidance (SRA) education will expire on September 30th. It is imperative that it be renewed so that more than one million+ students continue to receive the skills and information to wait for sex and focus on their futures.

The House Energy and Commerce Committee has jurisdiction over this program, so now would be a great time to contact members on the committee, especially if they represent you or your SRA program in their districts, and ask them to support the renewal of Title V.

Child Marriage in the United States?
Many think that child marriage only happens in other countries, so it no doubt comes as a surprise to learn that between 2000 and 2015, 207,468 minors were married in the United States.  The author of this article says, “That number was so much higher than I had thought it would be. Then, the fact that the children were as young as 13 and the fact that it was mostly girls married to adult men.”


National News

ACF Shares Research Showing the Importance of the Success Sequence
In this article, Steven Wagner, ACF Acting Assistant Secretary for Children and Families, acknowledges the importance of a recent study by the Institute for Family Studies that states: “Millennials are much more likely to flourish financially if they follow the ‘success sequence’—getting at least a high school degree, working full-time, and marrying before having any children, in that order.”


International News 

Ireland: Teen Pregnancy Has Fallen, But...
While the number of pregnancies in Ireland is down, Health Protection Surveillance Centre records show that sexually transmitted infections (STIs) have increased 8.3% in only one year. So while, according to this article, those who received Relationship and Sexuality Education were more likely to use contraception at first sex, it doesn't address the startling increase in STIs. 


State News

California:  Complaints About Sex Ed Escalates
In response to a new law mandating comprehensive sex education, over 1,000 people have signed a petition objecting to the San Diego Unified School District’s new sex education curriculum. Parents say curriculum materials, created by Advocates for Youth, are “graphic and pornographic,” do not teach abstinence and leave children vulnerable to explicit internet content. Since the introduction of the California Healthy Youth Act, parents in other areas throughout the state have staged similar protests about how their districts are following the new law. Illinois:  Drop in Teen Birth Rate
Although considerably higher than the national average, falling rates of teen births lauded by Chicago mayor.  According to this article, the most recent data finds that in  2014,  there were 32 births per 1,000 females between 15 and 19 — a more than a 62 percent drop from a 85.2 rate in 1999.
 
Michigan: Proposed Changes in Sex Ed Program
Saginaw Public School District holds hearing on implementing the Michigan Model for Health curriculum for grades Pre-K through 12. “Some parents expressed concerns while others were completely on board.”  Read more here.

Missouri:  Big Change in Sex Ed Policy
Sweeping decision in Missouri school district revokes all outside sources for sex education. Parents applaud the removal of Advocates for Youth. “ No external speakers will deliver or supplement the board- approved abstinence-based sexual health curriculum.” This article comments on the impact the decision will have on both Sexual Risk Reduction (SRR) and Sexual Risk Avoidance (SRA) education and materials in the district.

New York: SRA Education - Don't Mess With a Good Thing
This guest columnist questions the pressure to change the successful SRA programs in the Niagara Falls School district by comparing what is happening in other NY districts. “Let’s compare this to the Buffalo school system which hands out condoms like they’re bubble gum to teens and teaches “sex-ed” in the classroom. Buffalo had 652 teen pregnancies (in 2014), which even with the higher population differential, far surpasses the teen pregnancy rate of Niagara Falls.” Read more here.

New Research: The Link Between Dads and Daughters
New research demonstrates the link between detached dads and the sexual risk-taking of their daughters. The study underscores the important role that dads can have in curbing sexual risk-taking behavior when they are active in the lives of their daughters. Read more about this study here.
