Welcome to the second issue of the Citizen Engagement Quarterly!

In this collaborative newsletter, five Horizon 2020 projects – MOSAIC, SocKETs, IRIS Smart Cities, COESO and FRANCIS – come together to share their latest activities, interventions and opportunities related to citizen engagement, co-creation and participatory processes.

In this second edition, you can read about the latest activities of each project, including upcoming events featuring MOSAIC and COESO, a new guide from IRIS Smart Cities, FRANCIS' citizen science roundtables and news from the SocKETs labs. We hope you enjoy the issue and encourage you to forward it to anyone who might find it interesting!

MOSAIC continues its work on co-creation in #MissionCities

MOSAIC's partners met in person in Paris last week to discuss the next steps of the project's activities. Some of the next steps depend on the results of the Mission on climate-neutral and smart cities (Cities Mission) city selection, which we look forward to in the coming Spring. During the Commission's open call, MOSAIC received 16 expressions of interest to join its Community of Practice and was able to work with nine of those projects, providing bespoke support as they outlined citizen engagement activities in their applications to the Mission.

On 21 March, MOSAIC will be presented at a conference organised by the French Presidency of the Council of the EU, exploring citizens engagement in the EU Missions. MOSAIC will feature in the workshop dedicated to civic engagement in the Cities Mission, presenting in the third part of the workshop where scientific representatives will share ongoing and future work on participatory processes and how to strengthen citizens' commitment to climate neutrality. COESO is a 3 year (2021-2023) Horizon 2020 funded, participatory research project that works together with 10 citizen science pilot projects around Europe to address societal challenges. Its mission is to develop and sustain citizen science research in the social sciences and humanities. To this end, COESO will create - with input from our pilots - the Virtual Ecosystem for Research Activation (VERA) platform where researchers and civil society can find each other, collaborate on projects, and find funding opportunities.
COESO is looking for volunteers to participate in a series of interactive workshops to co-design the VERA platform with the active input of its community. Participants will support the definition of tools, language and features and will be able to contribute as user testers. The next workshop will take place in March (date and time TBD based on participant availability). If you are interested in being involved and having a couple of hours of fun, send an email to

On 21 March, COESO will join the OPERAS Infrastructure stand at the Civil Society and Research Forum for EU Missions, part of the high-level conference on civic engagement in EU Missions, organised under the French presidency of the Council of the European Union. The European Commission and member states have called for research that is co-designed and co-implemented with European citizens. The civic forum will be the occasion to showcase how COESO and the VERA platform can support the EU missions, by providing a dedicated digital space to both civil society and researchers to engage in SSH citizen science research and tackle society's biggest challenges.

COESO is organising national European workshops to engage research funders. The goal of the workshops is to showcase some relevant best practices and collect feedback from funders, from their perspective, about how to increase funding opportunities for citizen science research in the social sciences and humanities. The workshop series will be held online between the end of May and the beginning of June. If you are interested in participating in a workshop or want to help spread the word among funders, please send an email to  For more information about our funding advocacy activities visit the COESO website.

Your essential guide to citizen engagement in smart cities

The principles and practice of citizen engagement are more vital than ever before, however, we manage to interact. And while the result of citizen engagement will be rewarding, the process almost always is challenging and therefore requires a good understanding and well thought out approach.

Experts and practitioners from IRIS Smart Cities, CITYXCHANGE, the Smart Cities Information System and EIP-SCC Mplace Citizen Focus Action Cluster have collaborated to make this clear and practical guide.
Discover how to identify and address true needs, with a deep level of engagement and co-agency, giving citizens more impact on their living environment; supported by real-world application, insights and experiences. You can get the booklet here. Learn more here

FRANCIS' citizen science roundtables

The European project 'FRANCIS' (Frugal innovation by citizens for citizens) aims at the development of frugal innovations through open innovation challenges for industry partners that involve citizens. In the past few months, two citizen science workshops were conducted.

The first citizen roundtable was to confirm on the one hand the already gained information and on the other hand to get specific information about the target groups we want to address in the first challenge with BSH home appliances group regarding affordable solutions in culinary, and home care. While the first citizen science roundtable attempted to address more generalised issues considering co-working with citizens, the second roundtable highlighted more specific questions on working with citizens in frugal innovation processes. The results of the roundtables will be used to generate recommendations for the conception and design of the FRANCIS Challenges. More information

What does it mean to co-create innovation with citizens in our SocKETs labs?
At the moment, it is an overstatement to claim that citizens have a major role to play in the development of new technologies. Their participation, when it exists, is often reduced to simple consultation, and they rarely have the occasion to be involved in the development process from the start.
The SocKETs labs have recently kicked off their experimentation journey. They will test ideas and tools for changing the innovation process to better serve the citizens’ interests. SocKETs is not the first project aiming to change relationships along the whole value chain of product development so let’s dive together into SocKETs philosophy to understand what it means to co-create and engage citizens for SocKETs.
