THIMA President’s Message


It is Information Governance (IG) month and hope you celebrated by attending the February 12th IG Boot Camp held in Brentwood! Join AHIMA in the celebration by taking advantage of special offers, discounts, and more!
 
Mark your calendar as the THIMA election opens on February 22 and will close on March 11, 2016. The THIMA Nominating Committee which consist of Amanda King, Connie Maddux, Tonia Poteet, and Kim Roberts, have been hard at work finalizing the ballot of candidates. In 2015 only 14% of the THIMA voting members executed their membership right to vote. That was down significantly from the 21% that voted in 2014. I encourage all voting members to please take a few minutes to vote. If you do not receive the email invitation to vote please reach out to Wanda McKnight in our Central Office. Your vote matters!


I was fortunate to be in attendance at the Upper East Health Information Management Association meeting this month when Brittany Shockley, Lisa Brockwell, Kelly Flowers, Megan Barnes, Stephen Yarbrough who are all in the HIT program at Walter States gave a presentation on Promising Occupations in Health Information Management. Terminology Asset Management, Scribes, Record Manager, VP of Coding and E-MPI Manager were the five occupations that the students discussed. Miranda Coffey, Azlin Hitchcock, Jayde Hitchcock, Jenny Stanton, Grant Wykoff are also HIT students at Walter States and they provided education at a recent Knoxville Health Information Management Association meeting. It is always great to see the students participating at our association meetings!

The 2016 Annual THIMA Meeting and 66th Anniversary Celebration is March 9 – 11, 2016 at the Embassy Suites Nashville South-Cool Springs. The meeting will packed full of education on Leadership, Information Governance, Revenue Management, Compliance and lots more. Lots of opportunities to network, learn about using social media such as Twitter, Linked-In, and visit with the Vendors. We will being share some exciting AHIMA updates at the Annual Meeting! 

Don’t Delay! Register now for the Certified Health Data Analyst (CHDA) exam prep workshop scheduled for March 23 & 24 that will be held at the THA Headquarters in Brentwood.

ONC Launches New Blog Series to Explain the Permitted Uses of Health Information Under HIPAA


The first blog article is entitled The Real HIPAA Supports Interoperability. The series emphasizes that HIPAA not only protects personal health information from misuse, it also enables personal health information to be accessed, used or disclosed interoperably, when and where it is needed for patient care. A new blog will be posted every Thursday, with the final blog in the series released on February 25, 2016.

The fact sheets and blog posts detail specific common circumstances where health care providers or payers are permitted to share PHI without prior patient authorization, such as an inpatient facility to prospective long-term care facilities, or between unaffiliated hospitals in the same community who treat the same patient.

Health IT Bill Clears Senate HELP Committee

On February 9, the U.S. Senate Committee on Health, Education, Labor and Pensions (HELP) approved the Improving Health Information Technology Act. The legislation creates a star-rating system for electronic health records (EHRs) based on security, usability and interoperability. The bill also provides the Office of the Inspector General with the authority to investigate and deter information blocking practices and directs the Government Accountability Office (GAO) to conduct a study to review methods for securely matching patient records to the correct patient. The bill is part of a larger package concerning biomedical innovation that the committee hopes to advance this Congress.

Substance Abuse Records Rule Gets an Update

On February 9, the Department of Health and Human Services (HHS) released its first major update since 1987 to how patients’ substance abuse and addiction treatment records are shared. The proposed rule issued by the Substance Abuse and Mental Health Services Administration (SAMSHA) authorizes a “general description” patient consent form, which permits the sharing of such information by research institutions, data repositories, health information exchanges, accountable care organizations (ACOs), and health homes. AHIMA will be organizing a series of calls for member feedback. Stay tuned for more details.

Patients' Records Access Rights Under HIPAA Clarified


Note the "Security Issues" section of this document regarding the requirement to provide a brief "warning to the individual that there is some level of risk that the individual's [unencrypted] PHI could be read or otherwise accessed by a third party while in transit" and additional requirements for patient engagement.
