Texas Representative Tries Again To Halt ICD-10

A bill that would stop the implementation of ICD-10-CM/PCS, H.R. 2126, the Cutting Costly Codes Act, has been re-introduced into the US House of Representatives by Rep. Ted Poe (TX-2), a long-time opponent of ICD-10 implementation. H.R. 2126 has been referred to the Committee on Energy and Commerce and the Committee on Ways and Means. Poe introduced the same bill in 2013, which failed to gain traction. ICD-10 supporters are being called on to continue their advocacy efforts to prevent any future delay. Read more at the Journal of AHIMA website.

New RAC Legislation Introduced

Representatives Sam Graves (R-MO) and Adam Schiff (D-CA) have introduced the Medicare Audit Improvement Act of 2015 (HR 2156), legislation that would make changes to the Recovery Audit Contractor (RAC) program. Among other measures, the bill would:
  • Eliminate the RAC contingency fee structure. Instead, the bill would direct the Centers for Medicare & Medicaid Services (CMS) to pay RACs a flat fee, as every other Medicare contractor is paid, to reduce the financial incentive for overzealous auditing practices;
  • Establish a consistent and transparent methodology to calculate RACs' total appeals overturn rates;
  • Rationalize payments to RACs by lowering payments for poor RAC performance due to high rates of incorrect denials;
  • Fix CMS's unfair rebilling rules by allowing hospitals to rebill claims when appropriate; and
  • Require RACs to make their inpatient claims decisions using the same information the physician had when treating the patient, not information that becomes available after the patient leaves the hospital.

2014 eCQMs Updated for 2016 Reporting

@CMSgov posted the annual update for the 2014 electronic clinical quality measures (eCQMs) for eligible hospitals and eligible professionals. Providers will use these updated measures to electronically report 2016 quality data for CMS quality reporting programs, including the Physician Quality Reporting System (PQRS), Inpatient Quality Reporting Program (IQR), and the EHR Incentive Programs.CMS updates the specifications annually to improve their alignment with current clinical guidelines and code systems so that they remain relevant and actionable within the clinical care setting. 

The updated measure specifications are available on the CMS website and include:
  • 29 updated measures for eligible hospitals
  • 64 updated measures for eligible professionals
All of the 2015 updated measure specifications have been re-specified using QDM 4.1.2 based-HQMF version R 2.1.

ONC will certify these new measure specifications using the Cypress testing tool

To get the value sets for the eCQMs, you can download packages in multiple file formats from the "Downloads" page at the Value Set Authority Center (VSAC). The value sets are available as a complete set, as well as value sets per measure. You will be required to login with Unified Medical Language System® Metathesaurus License credentials, also available through the VSAC website. The Data Element Catalog, an additional resource linked on the VSAC home page, contains the complete list of 2014 eCQMs and value set names.

Interoperability Testing Program Announced by HIMSS

ConCert by HIMSSâ„¢ is a new comprehensive interoperability testing and certification program announced on April 12 at the HIMSS15 Annual Conference. The new certification program is governed by HIMSS and built on the work of the EHR | HIE Interoperability Workgroup and IHE USA.
