MHIMA members mourn the loss of our friend and colleague Kathy McMasters.  Kathy was a graduate of the UT dental hygiene program and returned to UT after a career in dental hygiene and graduated from the UT HIM program in 2005.  She was a Clinical Quality Analyst and had been with MLH for the past 10 years.  She leaves her beloved husband Michael, daughter Melissa, son Daniel, daughter-in-law Iryna, and grandson Matviy.
 
Donations may be made to either the Pancreatic Cancer Action Network or the Church Health Center Dental Clinic in Memphis, TN.

Tennessee Worker’s Compensation Announces Compliance with ICD-10

The Division uses the coding for case management, utilization review, compliance, mediation, and Benefit Review.  The Division does not use it for billing.  We anticipate being ready to accept both ICD-9 and ICD-10 on October 1, 2015, pending no change in the present timetable.   For the Division, it will not be necessary to convert previous codes on that date.  For the protection of patients, providers, employers and insurers, we urge flexibility and forbearance until we can assess how all stakeholders are going to move forward.

CMS Extends Delay in Two-Midnight Rule Enforcement â€“ CMS has announced it will extend the partial enforcement delay of the two-midnight rule through the end of 2015 and will not approve Recovery Audit Contractors to conduct patient status reviews for dates of admission October 1, 2015 through December 15, 2015.

Webinar offered by King and Spalding:  CMS’s 2016 OPPS Proposed Rule: Changes to the Two Midnight Rule
and Patient Status Reviews



On July 1, 2015, CMS issued the OPPS Proposed Rule, which includes proposed changes to the controversial Two Midnight Rule. In response to stakeholder concerns, CMS seeks to significantly expand a current exception to the Two Midnight rule. However, CMS’s proposal raises serious questions regarding the practical implications of the potential rule change.

In addition, CMS announced changes regarding the review of patient status claims. No later than October 1, 2015, CMS intends to have Quality Improvement Organization (QIO) contractors conduct reviews of short inpatient stays rather than the Medicare Administrative Contractors. Those hospitals that are found to have high denial rates will be referred to Recovery Audit Contractors (RACs) for further audits.

King & Spalding hosted a Roundtable on July 14, 2015 to discuss the details of the OPPS Proposed Rule, as well as practical considerations for providers. The Roundtable featured lawyers from King & Spalding's national Healthcare Practice. Sara Kay Wheeler from our Atlanta office hosted the Roundtable, and she was joined by Mark Polston, of our Washington, D.C., office, and Lauren Gennett from our Atlanta office.

Because of the strong demand for registrations for the original Roundtable, we are now providing access to an on-demand Webcast. There are no restrictions on who may register, and there is no charge. This Webcast will be available until August 31.

This Roundtable addresses the following topics:
  • Is the proposed change to the Two Midnight Rule beneficial for providers?
     
  • What are the practical implications of the proposed changes?
     
  • What are the implications of QIO patient status audits? What role will RACs have?
