THIMA President’s Message

Donna CoomesI hope that everyone is enjoying the hot summer weather as well as making wonderful vacation memories. Hope everyone had a happy and safe 4th of July Holiday.

2015 has been a productive and successful year. In March, we had great 65th Annual meeting in Gatlinburg and, believe it or not, in just a few weeks the Program Committee will begin the work on the 66th annual meeting scheduled for March 9-11, 2016 in Franklin. Mark your calendars now! Hopefully, you had an opportunity to participate in one of the various on-demand webinars or ICD-10 boot camps made available to you by THIMA.

While we anxiously await finally moving to the long awaited implementation of ICD-10 on October 1, 2015, as a profession we must stay diligent in our advocacy with our members of Congress for no more ICD-10 delays, or expansion of the “safe harbor” or “grace period”.

The THIMA Delegates just returned from Chicago and the AHIMA Leadership Symposium. ICD-10 adoption, Information Governance, and Data Analytics are just a few reasons why it is such a pinnacle time to be actively involved our professional association.

I look forward to serving you this year as THIMA President and I am very fortunate to be working with a great THIMA Board. THIMA is recognized as a strong and effective state professional association and that is because we have amazing volunteerism. So as I close this message, I want to encourage you to volunteer at your local, state or national level. You make the difference!

CMS and AMA Announce Efforts to Help Providers Get Ready For ICD-10

The ICD-10 compliance date remains October 1, but for the first year of the code set Medicare will not deny claims solely based on the specificity of diagnosis codes as long as they are in the appropriate diagnostic family of codes. This means physicians won’t be financially penalized because of a coding error. Read the CMS Press Release and Frequently Asked Questions about the new policy.

CMS Proposes Significant Changes to the Two Midnight Rule in the 2016 OPPS Proposed Rule

On July 1, 2015, the Centers for Medicare & Medicaid Services (CMS) released the Calendar Year 2016 Outpatient Prospective Payment System (OPPS) Proposed Rule (CMS 1633 P). In response to stakeholder concern, CMS proposes to expand a current, but limited, exception to the controversial Two Midnight Rule. The scope of the expansion is unclear at this point, but as described below, the proposal allows for Part A coverage of one-day stays under standards similar to the pre-Two Midnight Rule standards for evaluating patient status. In addition, CMS announced significant changes regarding contractor review of patient status claims, as discussed in detail below. More »

CMS offers $24M contract to Data Computer Corp. of America

The CMS has awarded a Big Data contract worth up to $24 million to Data Computer Corp. of America. As part of the deal, DCCA will help oversee and improve services pertaining to the agency's National Level Repository that archives the EHR meaningful use data of health care organizations. Medicare proposes paying for end-of-life counseling in sweeping physician payment rule

In a draft of Medicare's first physician payment rule since Congress scrapped the sustainable growth-rate formula, the CMS proposes paying for end-of-life counseling and revises several quality-incentive programs that will be rolled into a new comprehensive one in 2019. Read More
