Statement from Coalition for ICD-10

Backers of the move to the ICD-10 coding system said today that proposals by some members of Congress to mandate dual coding of ICD-9 and ICD-10 were tantamount to support for another delay.

"The dual coding proposal is fraught with difficulties that have the potential to undermine the data infrastructure of the healthcare industry," the Coalition for ICD-10 said in a statement. "It will confuse claims processing and negatively impact the handling of important patient clinical information and may affect patient care."

The coalition is made of hospitals, health plans and technology vendors, but not physician groups, who have complained about the move to ICD-10.

Multiple lawmakers in recent weeks, including Reps. Andy Harris and Mike Burgess, have asked in hearings whether it would be feasible for CMS to accept ICD-9 and ICD-10 codes simultaneously. Such a plan would in theory make it easier for doctors to transition to the new coding system, allowing practices time to ease into the more complex codes.

CMS has also said dual coding isn't possible.

"The scope of systems changes and testing needed to allow for dual processing would require significant resources and could not be accomplished by the October 1, 2015, implementation date," a spokesperson said.
