Waste Discharge Requirements for Discharges from
Irrigated Agricultural Lands

Regional Water Quality Control Board Public Hearing
July 14, 9:00 AM
Ventura County Government Center
Administrative Building
800 S. Victoria Avenue, Ventura
Hybrid format (Remote AND In-Person)

The Los Angeles Regional Water Quality Control Board is holding a public hearing on Thursday, July 14 at 9 a.m. to discuss proposed changes to the requirements for water discharge and runoff from irrigated land in Ventura County. A copy of the Water Board meeting agenda is available HERE.

As explained at the Farm Bureau informational workshop last week, the proposed changes will significantly increase the cost and work associated with compliance - and could expose agricultural operators to new fines and penalties for non-compliance. The proposed requirements will increase regulatory red tape, are impractical to implement, and may expose farmers and growers to 3rd party litigation from environmental activist organizations. If you missed the Farm Bureau's workshop, you can watch the replay HERE.

The Water Board is seeking input from farmers and growers to help with drafting the new order. We need your help! Farm Bureau, VCAA and CoLAB will be providing public comments - but the Water Board also needs to hear from you about how these new requirements will impact farming in Ventura County!

How you can help
  • Send written comments via email ( before July 14 urging the Water Board to avoid creating unreasonable and excessive monitoring requirements for local farmers and growers. The Farm Bureau has prepared a template letter that you use for your comment.
  • Want to draft and submit your own letter? The Farm Bureau has prepared talking points that you can use to write your own letter.
  • Make verbal comments on July 14 during the public hearing. The Farm Bureau has prepared talking points you can use for verbal comments. Verbal comments may be given either in person at the Ventura County Government Center Administrative Building - OR - via Zoom. You must register as a speaker at any point before the agenda item begins.
