3 Ways to Cover a Gap

Can Gov. Gary Herbert and the Utah Legislature work out a reasonable solution to fix Utah's Medicaid coverage gap?
We don’t bet. But if we did, we’d lean towards yes.
As this week winds down, the Governor and the House leadership--each with rival proposals and vastly different funding philosophies--seem further apart than ever.  Ironically, a solution for Utah’s coverage gap might be near. That’s because after months (actually, years) of backroom maneuvering, all of the game pieces are on the table and in plain view. As legislators evaluate the competing plans by simple metrics like cost, coverage, and quality, we think clear winners and losers will emerge.
