Audiology's 18 by 18 Initiative Aims to Achieve Limited License Physician Status, Direct Access and Expanded Audiology Benefits under Medicare

ADA Members,

It is with tremendous optimism and pride that I begin my term as ADA president! Thanks to all of you who attended the Member Advocacy Meeting on Saturday night (November 10th), either in-person or virtually. It was an amazing display of unity and momentum for the audiology profession and the patients that we serve.

With the overwhelming support and enthusiasm as expressed by the membership, ADA will tenaciously focus its advocacy efforts towards amending Title XVIII (18) of the Social Security Act to provide for the treatment of Audiologists as physicians for purposes of furnishing audiology services under the Medicare Program, to provide for a broadened scope of audiology services available for coverage under the Medicare program and to enable Medicare beneficiaries to have their choice of qualified audiologist.

The “18 by 18 Initiative” will begin in earnest with the 113th Congress on January 3rd, with a five-year timeframe established to achieve the proposed Title XVIII amendment by 2018.

The 18 by 18 legislation provides for:
  • Limited license physician status under Medicare
  • Direct Access to audiologists by Medicare subscribers
  • Comprehensive audiology benefits under Medicare
Please click here to view a one-page handout, which contains specific information about the proposed 18 by 18 legislation.

18 by 18 is a grassroots movement that will require the dedication and commitment of every audiologist and every audiology organization in order to succeed.  This will require the same level of commitment that was required to achieve the Au.D. The 18 by 18 legislation, if enacted, will secure the best future for our patients and our profession by ensuring that audiologists are recognized as the entry point for audiologic care.

Things that ADA Members Can Do Right Now to Advance this Effort:
  1. Please donate to the ADA PAC. If you recently made a pledge, please convert that into a PAC donation at this time.  We will also send invoices out next week for your convenience. In order to comply with FEC regulations, please remember that only members of ADA and their spouses can contribute to the PAC. PAC donations must come from individuals—they may not come from corporate entities. Each individual may contribute up to $5,000 annually (calendar year). PAC donors must be citizens of the United States. PAC contributions are not tax deductible.
Members, please make your check payable to:

  2. Please share the 18 by 18 information with other audiologists. If each ADA member will contact 10 colleagues, we will be able to spread the message quickly through the audiology community. Forward this e-mail, and call, post and tweet your friends and colleagues about 18 by 18! Please click here for additional information and talking points that you can share with your colleagues. Please contact Stephanie Czuhajewski at for more information.
ADA intends for all audiologists and audiology organizations to  partner in this initiative and we want to ensure that all stakeholders have shared input into the tactical planning required to move it forward. We will be contacting you with more information as we head towards the New Year and the 113th Congress. Your active support of the 18 by 18 initiative and your profession have never been more important.
Here’s to 18 by 18!
Nancy N. Green, Au.D.
