Performance League Table cut but Carbon Tax remains.
In his Autumn Statement, the Chancellor George Osborne, announced that the Carbon Reduction Commitment Energy Efficiency Scheme would remain in place, with some simplifications.
The Performance League Table has been dropped and a number of other simplifications have been made to help organisations reduce administration. However the carbon tax, currently set at £12 per tonne, remains in place.
The headlines for the CRC changes are:
-
Number of fuels that need reporting reduced from 29 to 2 (electricity and gas for heating).
-
'90% rule' removed and Climate Change Agreements (CCA) exemption rule.
-
Performance League Table abolished - just aggregate participant energy use and emission data will be reported.
-
Overlap with other climate change legislation reduced.
-
All state-funded schools in England removed from the scheme.
-
Government will consider how the CRC can incentivise the uptake of new on-site renewable self-supplied electricity.
Although it was hinted that the carbon tax may be rethought by 2018, Carbon Footprint Ltd reads this as being a longer term consideration (given the fiscal situation).
Carbon Footprint Ltd expects that there may be some convergence between the incoming Mandatory Carbon Reporting (MCR) and the CRC over the next few years.
