Smoke-free Public Housing and Opportunities to Promote Cessation

NAQC is excited to announce the second webinar in the 2016 Webinar Series: Smoke-free Public Housing and Opportunities to Promote Cessation on April 28, at 2:00 pm to 3:30 pm (ET).

To date, at the local level, over 600 Public Housing Authorities have implemented Smoke-free policies. On November 17, 2015, the US Department of Housing and Urban Development (HUD) issued a proposed rule that would prohibit smoking indoors on HUD supported public housing. This proposed rule has the potential to impact millions of lives. If adopted, a key step for implementation will be offering smoking cessation services.
This second presentation of NAQC’s 2016 Webinar Series will provide an update on HUD’s proposed rule, the opportunity it offers to promote cessation, and experiences of three state quitlines working with local public housing authorities and residents on implementation of smoke-free indoor policies. These states will share their “lessons learned” to help inform our discussion about how to work effectively with public housing authorities and residents on cessation and wellness activities.

By the end of the presentation, participants will:

  • Be aware of the timeline for HUD’s proposed rule and the importance of the public housing community for cessation activities.
  • Understand the lessons learned by quitlines that have worked with public housing authorities, including:
    • Need for (and strategies for) active engagement with public housing residents and staff;
    • Barriers public housing residents experience in seeking to improve their health, including quit attempts and seeking evidence based cessation services.
    • Key partners who can assist state tobacco control programs and quitlines in promoting a health improvement message.
    • Partners who can assist state quitlines in increasing access to cessation services for residents of public housing.

In preparation for the April 28 webinar on Smoke-free Public Housing and Opportunities to Promote Cessation, below we encourage participants to read the recently published article by Alan Geller et al, titled, “The Proposal for Smoke-Free Public Housing Benefits, Challenges, and Opportunities for 2 Million Residents” along with NAQC’s comments to HUD.

To help guide dialogue during the second half of the webinar and NAQC asks that participants consider how they would respond or approach the following questions.
  1. What efforts have your state or organization taken to collaborate with public housing? What were the internal and external challenges? How were you able to address them?
  2. What other organizations have you worked with to reach low SES populations with high rates of chronic disease and disability?
  3. What are the key lessons learned you can share about your collaboration with public housing and other organizations that serve low SES populations with high rates of chronic disease and disability?
