FORECAST: via AP’s Brian Bakst, VERBATIM: “Deliberations over a long-term debt fix in Washington are casting an enormous cloud of doubt over the economic forecast in Minnesota, which in turn complicates Gov. Mark Dayton's task of assembling a two-year budget proposal…A fresh analysis of the state budget outlook is due Wednesday, but Minnesota finance officials acknowledge their economic forecast will have a shorter shelf life than usual because the federal outcome of fiscal cliff negotiations will determine whether things here are likely to improve or deteriorate. At last check, another state deficit loomed but it was modest by recent standards.” READ: http://bit.ly/WDDqsr
TAXES: via Baird Helgeson of the Star Tribune, VERBATIM: “After years of careening from one budget crisis to the next, the alarm bells are sounding everywhere: Minnesota's corporate income tax rate is among the highest in the nation, yet many businesses don't pay it. The sales tax rate is the highest in the region, but includes the least amount of goods and services. Legal fees, food, clothing, architectural plans, baby bottles and feminine hygiene products all are exempt. And over time, the state has carved out obscure tax breaks for an array of powerful industries, including mining companies, hospitals and even ski hills…Minnesota collects $16 billion in taxes every two years. But in that same period, another $11 billion goes out the door in tax breaks. Legislators even exempted their own stipends from taxation… Dayton has declined to share details of his proposal, but recent statements show he has drawn a bead on providing property tax relief. Years of deficits and reductions in aid to cities and counties has socked taxpayers in the form of double-digit property tax hikes and reductions in services.” READ: http://bit.ly/VqleXX
TAXES2: via Jessica Medor at MPR, VERBATIM: “ A task force appointed by Gov. Mark Dayton is calling for increases in the gas tax and tab fees to help the state pay for transportation…MnDOT Friday released a summary of the proposal, which aims to guide the debate over roads and transit funding when the legislature resumes its work next month…Dayton created the 19-member Transportation Finance Advisory Committee last year, tapping representatives from government, business and labor to find ways to fund and improve the state's transportation system over the next two decades.” MPR: http://bit.ly/QBxJ0b REPORT: http://bit.ly/R0Hzdw
MARRIAGE: via Doug Belden of the Pioneer Press, VERBATIM: “Minnesotans just defeated an attempt to prohibit gay marriage in their constitution, but does that mean they'd support changing state law to allow gays and lesbians to marry? And if so, is now the time?..Those were among the questions being debated at a daylong conference Saturday, Dec. 1, in Minneapolis. The event, organized by OutFront Minnesota, drew several hundred activists to a downtown hotel to talk about where to direct their energies next…Marriage was not the only issue on the table -- sessions also focused on health care, safe schools and other issues -- but the potential for legalizing gay marriage was drawing lots of interest given the recent election result.” READ: http://bit.ly/YGYfJ2
