*Vacation Bidding While on a PVLOA, EVLOA or STLOA Edition*

The deadline for balloting for the Voluntary Early Out Program (VEOP), Extended Voluntary Leave of Absence (EVLOA), and Short-Term Leave of Absence (STLOA) Programs has been extended to Wednesday, August 12th at 2359 (CDT).

APFA continues to compile VEOP, EVLOA and STLOA questions. We know there are many questions regarding vacation bidding while on these leaves of absence. This hotline focuses on the vacation bidding while on a PVLOA, EVLOA or STLOA. 

In addition to the examples below, we have created a comprehensive APFA Guide to How Vacation Works for PVLOA, EVLOA, and STLOA . This guide helps explain in further detail how vacation bidding will work while on these types of leaves of absence.

All Flight Attendants who are on a PVLOA, EVLOA or STLOA can participate in the Annual Vacation Bid & Award (AVBA) which takes place in February of each year. In addition, you may participate in the Vacation Monthly Rebid (MRB), if applicable.

PVLOA Flight Attendants:

If you were awarded a 1, 3, 6 or 9-month PVLOA, your vacation was cancelled and available for rebid. Flight Attendants may rebid these days while on a PVLOA as long as the vacation days are rescheduled for days after the end date of your leave. Days not rebid and scheduled by January 2021 will be paid out no later than February 15th, 2021. Please note the last applicable rebid would be November for January.

If you were awarded a 12-month PVLOA, your vacation was cancelled, and you won’t be able to rebid the days. These cancelled days will be paid out no later than February 15, 2021.

Your vacation will be paid out based on the total number of vacation days paid, 4:00 if seven or more days, 3:30 if less than seven days. If you have any unused filler days, they will be available for use upon your return, provided you return prior to the end of the vacation year. If you don’t use them, they’ll be paid out via the normal JCBA process.

EVLOA/STLOA Flight Attendants:

If you take an EVLOA/STLOA, your scheduled vacation during your EVLOA/STLOA footprint will be carried forward for use upon your return to flying. 

You will be able to participate in the annual 2021/2022 vacation bid. Days accrued from January 2020 up until the start of your EVLOA/STLOA will be eligible for bidding in Round 1, and any days carried forward as a result of your EVLOA/STLOA will be eligible for Round 2 of the 2021/2022 annual vacation bid process. 

You will want to participate in the annual vacation bidding process next year, and you will be able to bid for the entire 2021/2022 vacation year. This will help ensure you have vacation scheduled in the event you are returned to flying status prior to the EVLOA/STLOA expiration date.

Please Note: Yearly vacation buyback is not allowed for those Flight Attendants on an EVLOA or STLOA for the 2021/2022 vacation year. Also, Filler Days do not carry-over, and will be paid out at the end of the fiscal year in June. 

Flight Attendants on a PVLOA as of October 1st who Convert to an EVLOA/STLOA:

If you had a PVLOA that extended past October 1st, all vacation within the original footprint of the PVLOA will be paid out no later than February 15th, 2021. Any scheduled vacation outside the original footprint of the PVLOA will be carried forward.
