President's Report

Hi neighbors-

Happy Holidays!.  

With the holiday season in full swing, BPNA would like to remind all neighbors to keep a watchful eye out for suspicious activity or people. Please spend an extra moment this month to get to know your neighbors’ holiday travel schedule and coordinate with them to keep yourself and the neighborhood just a little safer!

NPU Report and QuickTrip Update

October NPU-D meeting: The November-24th NPU-D meeting went pretty smoothly. We had a light agenda that was helped along by two of our applicants deciding not to show up. We deferred both of those cases, which had also been unexplained no-shows in October. One was a liquor license for a controversial gas station and convenience store on Marietta St by the Bellwood Quarry (AKA west side park). This is a bit like the proposed QuikTrip, but not quite as offensive. The other no-show was an applicant for residential setback variance on Marietta Rd who wants to build a deck. It wasn’t clear why he has been avoiding our meetings.
 
We voted to cancel our December NPU-D meeting, which would otherwise have been on the 22nd and defer all of our business to our January 26th 2016 meeting. We also voted unanimously to support the liquor license for a proposed brewery (Scofflaw Brewing) on MacArthur Blvd. in Bolton. This was a case that we deferred in October because of community concern over available parking. The applicant reassured us that there would not be a tasting room at the new brewery (although there would be tours and samples), which meant that the existing parking on the site would be sufficient to meet the requirement.
 
At our November meeting, we elected NPU-D officers for 2016. Victoria Hurd and I will again be representing Berkeley Park next year. Victoria was unanimously elected to return as our secretary and Karyn Hudson was unanimously elected to return as our vice chair. I narrowly won reelection as the chairman.
 
Neighborhood Beautification: In November, I submitted a grant application to the city to purchase 3 new benches, 2 more dog-poop bag dispensers and 4,000 replacement poop bags. One of these benches will replace the bench in front of Gordy tire that was destroyed by a truck a few months ago. The other two will be located at MARTA stops further south on Howell Mill Road. The dog poop bag dispensers will complement trash cans that we installed previously, one at the fire station and one in front of the Ambery Animal Hospital.
 
At the end of October, I broke my ankle pretty badly and have not been able to walk my dogs since then. I had been periodically emptying the BPNA trash can in front of the fire station into the station’s herbie curbies when I walked past it with my dogs. That can is overflowing with trash now. I had also been periodically emptying the trash can in the mini-park at the corner of Forrest and Berkeley. Since I won’t be walking again until February or so, I am looking for volunteers to empty those cans and/or to pester the firemen about taking care of it (as they offered to do when we installed it a few years ago) until I am able to walk again.
 
QT Update: In November I received a copy of the transcript from the June 4th board of zoning adjustment (BZA) hearing regarding the QT parking exception from the city. I believe that they also submitted this to the Fulton County Superior Court, so our appeal of that decision should be moving ahead in early 2016, although I have not yet been notified of the hearing date. I have not heard anything with regard to the status of QT’s latest SAP application, although I understand that they intend to submit a revision to it at some point. If and when that is approved by the city’s planning office, we will have 30 days to appeal that decision to the BZA. At some point, they are also likely to seek variances from the strictures of the MRC-2 zoning that governs the site since the proactive rezoning ordinance for Howell Mill was passed a few months ago. Those variances would not be an automatic consequence of a Beltline SAP approval although they would probably relate to the same features of the plan. I have also heard nothing more with regard to their pursuit of a beer and wine license since we passed a resolution in opposition to that in July. If they apply for this license it will need to come before NPU-D before going to the license review board. Their strategy may be to deal with these things one at a time in order to minimize the perception that they are trying to circumvent a great many zoning regulations, which they are.

    1. Meals on Wheels is looking for volunteers to deliver meals and adopt a senior for the holidays.
  2. October 2015 minutes were presented
    1. Victoria motioned to approve the minutes, Thom seconded; approved by the group
  3. Fall Festival - Victoria
    1. October 25 at Masterpiece Lighting parking lot, 1-6 pm
    2. Had a great turnout and many participated in the raffle
  4. Christmas Party
    1. Possible date - Sunday, December 13, looking for a location
  5. Traffic calming/speeding
    1. Thom did a survey of roads and presented ideas for change
    2. Will review notes and make a proposal to the City January/February timeframe
  6. Forrest MiniPark - Will
    1. Dwight has been working hard with Atl Parks Department with direction of the park
    2. Property owners working with the city on a ‘recreational easement’
    3. Need to submit a concept plan to the city. Will and Dwight are working with Antone resident, Lee Richardson for landscape ideas.
      1. Kids play area
      2. Pavilion or clearing space to gather
      3. Seating
      4. Walking trail
      5. Space for off leash dogs
    4. Project will need a survey of the land, trees, streams
    5. Thom motioned to approve the expense of the survey once 2-3 additional quotes have been received and the owner of the property has approved the term sheet.  Current quote is $1500. Victoria seconded.  Approved by the group.
