VEC's Homeless Not Voteless program Request a mobile voting booth by Wednesday 30 June 2010
Dear colleagues, The Victorian state election will be held on Saturday 27th November and the federal election could be called at any time. CHP has received the following information from the Victorian Electoral Commission (VEC), encouraging homelessness services to assist clients in enrolling to vote.
This email tells you about the VEC opportunities - most importantly, if you want a mobile voting booth at your agency you must contact VEC by Wednesday 30 June 2010. Details below.
CHP is working with the Regional Homelessness Networkers to build on the good work by the sector to get people enrolled to vote and voting on the day. We’ll send out more information about the election, and ideas and resources you can use to encourage voting participation over the next few months. In the meantime – read the info below and contact VEC direct.
We have also contacted the Australian Electoral Commission to ask them to take a similar approach – more news to follow.

Victorian state election 2010
VEC offers the following services to homelessness agencies:
Worker information sessions (essential information about the up-coming elections, provisions for no fixed address enrolment, dealing with non-voting fines)
Enrolment outreach sessions for clients at homelessness agencies
On-site (mobile) voting facilities at homelessness agencies at specified times in the two weeks prior to the State Election (on-site voting for the State Election must be booked by 30 June 2010. Any agency booking one of these sessions will also need to book an enrolment outreach session.
Regarding the issue of fines we can confirm:
If your client does not have a home or will not live at a place for more than one month, they should enroll as an elector with no fixed address. Enrolling under this option means that your client will not be fined if they do not vote at an election. If they don’t vote they may be removed from the electoral roll.
If your client will live at an address for more than one month, they should enrol as an Ordinary elector. Under this option if they don’t vote at an election, they may receive a fine for not voting, unless they have specifically enrolled through the VEC’s Homeless Not Voteless program.
Every effort will be made to ensure that electors enrolling through the Homeless Not Voteless program are not fined if for some reason they are enrolled but unable to vote at an election. However, if any of your clients do receive a non-voter follow up letter it is vitally important that you assist your client by contacting either the VEC or AEC explaining their circumstances. We anticipate that this situation will be very rare.
