Agency Rulemaking
The draft rules for SB 140, SB 141 and HB 2910 were reviewed by an advisory group
last month and by the board earlier this month. The public hearing is scheduled
for 10 a.m., November 16, 2009, here at the Agency.
The Continuing Education Work Group will hold their second meeting November 2 to
continue rulemaking on SB 640. As mentioned previously, this group is focusing
only on the continuing education aspect of this bill. All rulemaking work group
meetings are open to the public. Following completion of the administrative rules
on the continuing education portion of SB 640, the draft rules will be reviewed
by an advisory group for readability and understandability. Later, work groups will
be formed to deal with the two other components of the legislation; i.e., the board-approved
class on law and rule changes and the principal broker examination.

New Seller's Property Disclosures
The seller’s property disclosure statement under ORS chapter 105 will require new
disclosures effective April 1, 2011. The link to the State Fire Marshal’s fact sheet
on the new law and implementation dates for House Bill 3450 (2009) for carbon monoxide
detectors is here. Senate Bill 102 (2009) also amends the disclosure
statement requirements effective April 1, 2011 for fireplace inserts. Links to the

Board Meetings
The Real Estate Board met October 5, 2009, at the Hood River Hotel, Hood River,
Oregon, hosted by the Mid-Columbia Board of Realtors. The next board meeting is
here at the Agency December 7 at 10 a.m.

Kate Nass Transfers
Kate Nass, the Agency’s Administrative Services Manager, has accepted a position
as a Budget and Management Analyst with the Department of Administrative Services.
The announcement for this position (titled Fiscal Analyst 3 – Business Services
Manager) has been posted and closes October 28. The Agency wishes Kate much success.

New Staff Introductions
Claressa Kayman will be starting as the Agency’s Education Compliance Specialist
on October 19. Claressa has been an escrow officer for the last 11 years and was
in real estate lending prior to that. She has a strong compliance background and
brings a great deal of industry knowledge to the Agency.
Chris Erich has been hired as our Information System Specialist and begins work
for the Agency October 26. Chris was a PC Specialist with Legislative Administration
at the Capitol for five years. Prior to that, he was a PC Technician with a firm
here in Salem. Chris brings a strong technical and customer service background.

Arello Conference This Month
Commissioner Bentley and Deputy Commissioner Owens will be attending the annual
Association of Real Estate License Law Officials (ARELLO) conference October 22-24,
2009.
